The Right to Public Service Delivery in India: A Review of Six States

Public services in India have long been plagued by delays, inefficiency, and red tape. The Right to Public Services (RTPS) Acts, passed by various states, aim to change that by ensuring timely and accountable service delivery. These laws set deadlines for issuing documents like birth certificates, ration cards, and driving licenses while imposing penalties on officials for delays. States like Madhya Pradesh, Bihar, Delhi, Maharashtra, Karnataka, and Rajasthan have adopted their own versions of the law, each with unique provisions. While these Acts have improved transparency and access, challenges such as weak enforcement, lack of awareness, and poor digital infrastructure remain.

For decades, citizens had to struggle with endless waits and bribes just to get basic services. The RTPS Acts mark a shift—giving people the right to timely service and a way to hold officials accountable. Madhya Pradesh led the way in 2010, and over 20 states have since followed. Some have introduced digital tracking systems, while others have set up single-window service centers to simplify applications.

States like Delhi and Bihar have successfully integrated e-governance, making applications easier. Karnataka’s Sakala model introduced online tracking and SMS alerts, while Maharashtra’s Aaple Sarkar portal streamlined service requests. However, many people still don’t know these laws exist. Rural areas lack the infrastructure to support online systems, and penalties for delays are often not enforced.

For these laws to truly benefit citizens, governments need to raise awareness, invest in better infrastructure, and hold officials accountable. Training public servants, expanding digital access, and ensuring penalties are enforced will go a long way in making public services faster, fairer, and more accessible to all.
