The report presents an in-depth analysis of Karnataka’s employment scenario, highlighting key challenges and suggesting actionable solutions for the period 2024–2029. Despite economic growth, the state faces persistent issues of unemployment and underemployment, particularly among youth and marginalized communities. A major concern is the growing disconnect between educational attainment and actual employment opportunities, resulting in high levels of educated unemployment.
A significant portion of the workforce remains engaged in agriculture, construction, and informal sectors, where job security, wages, and social protection are inadequate. Wage disparities continue to affect women and disadvantaged communities more severely. Many government employment schemes have not achieved desired outcomes, prompting the need for a more localized, sector-specific approach.
The report proposes shifting the focus from moving workers across sectors to upgrading skills within sectors where workers are already engaged. It introduces the DISC strategy—Discovery, Innovation, Skill, and Commercialization—to drive district-level economic development. This model encourages tapping into district-specific strengths and scaling them through targeted support.
Initiatives like One District One Product (ODOP) and district export hubs are highlighted as potential catalysts for boosting employment and income. The report also suggests targeted interventions in key sectors such as agriculture, horticulture, sericulture, animal husbandry, and fisheries. Emphasis is placed on cooperative models, value addition, and supply chain improvements.
A coordinated effort involving the government, private sector, and civil society is emphasized to foster sustainable, inclusive employment growth tailored to Karnataka’s unique socio-economic landscape.
