Status and Prospects of Employment Generation and Wage Enhancement in Rajasthan 2024-2029

The Rajasthan Employment Study (2024–2029) provides a detailed analysis of the state’s employment challenges and offers strategic solutions for job creation and wage enhancement. The report highlights persistent issues of unemployment and underemployment, particularly among youth and marginalized groups. Despite economic progress, many workers remain in informal, low-paying jobs that lack security and benefits. A significant mismatch exists between educational qualifications and the demands of the job market, resulting in high educated unemployment.

Employment in Rajasthan is largely concentrated in agriculture, construction, and informal sectors, with many engaged in self-employment or casual labor. Wage disparities continue to affect women and marginalized communities disproportionately. The report critiques the limited impact of existing employment programs and advocates for a shift from inter-sectoral labor movement to improving skills and productivity within sectors.

It recommends implementing the DISC strategy—Discovery, Innovation, Skill, and Commercialization—customized to leverage district-specific strengths. Initiatives such as One District One Product and district export hubs are proposed to stimulate local economies and create sustainable employment opportunities.

Sectoral recommendations include promoting crop diversification and value addition in agriculture, enhancing supply chains and market access in horticulture, supporting cooperative models and sustainable practices in animal husbandry and fisheries, and developing non-timber forest products and eco-tourism in forestry.

The report stresses the importance of coordinated efforts by the government, private sector, and civil society to achieve inclusive and sustainable employment growth across Rajasthan.

Key Words: Unemployment, Informal Sector, Wage Disparities, Skill Development, DISC Strategy, One District One Product, Agriculture, Inclusive Growth.
