This widespread joblessness has led to social distress, particularly among marginalized groups like Scheduled Castes, Scheduled Tribes, and Other Backward Classes. A key concern is that higher levels of education are not translating into better employment opportunities, exposing a disconnect between education and labor market needs.
Most employment in Telangana is concentrated in agriculture, construction, and informal sectors, with a large portion of the workforce engaged in casual or self-employment. Wage levels remain low, especially for women and disadvantaged communities. Existing government programs aimed at employment generation have had limited success, often failing to address structural issues in the labor market.
The report calls for a shift in focus from moving workers across sectors to upgrading skills within existing sectors. A strategy based on Discovery, Innovation, Skill, and Commercialization (DISC) is proposed to enhance local capabilities and promote district-specific development. Initiatives like “One District, One Product” and creating district export hubs are seen as key drivers for localized employment growth.
Sectoral strategies include promoting crop diversification and value addition in agriculture, strengthening supply chains in horticulture, fostering cooperative models in animal husbandry and fisheries, and leveraging non-timber forest resources and eco-tourism in forestry. The report emphasizes a collaborative approach involving the government, private sector, and civil society to ensure inclusive and sustainable employment growth in Telangana.
