Promoting Farmers’ Producer Organizations in Uttar Pradesh

This report highlights the crucial role of Farmer Producer Organizations (FPOs) in Uttar Pradesh, particularly in supporting small and marginal farmers who face persistent challenges such as low incomes, poor market access, and financial difficulties. FPOs offer a collective approach, allowing farmers to negotiate better prices, access credit, and procure inputs at lower costs. Despite their potential, many FPOs struggle with funding shortages, weak governance, and a lack of business expertise. The study emphasizes that government support, financial assistance, and structured capacity building are essential for making FPOs sustainable and ensuring they provide long-term benefits to farmers.

India’s agrarian crisis has hit small farmers the hardest due to high production costs, fragmented land holdings, and unreliable market prices. FPOs help bridge this gap by collectivizing farmers, strengthening their bargaining power, and improving access to financial aid and markets. In Uttar Pradesh, over 120 FPOs have been set up with support from institutions like BASIX and UPBSN, assisting farmers in bulk purchasing inputs, securing working capital, and establishing market linkages. These FPOs have played a key role in reducing dependency on middlemen and ensuring farmers receive fair prices for their produce.

While FPOs have made progress, they continue to face hurdles in securing capital, developing strong leadership, and navigating complex regulatory frameworks. The report suggests that government policies should focus on providing financial incentives, easing loan access, and supporting infrastructure development. Additionally, seed production, contract farming, and value-added processing present promising growth areas.

FPOs in Uttar Pradesh have immense potential to transform smallholder farming by enhancing incomes, improving market access, and fostering rural entrepreneurship. To sustain their impact, continued financial and policy support, business training, and improved infrastructure will be crucial in making them viable, long-term enterprises for farmers.
